Can you bypass the air conditioning in a 1991 Buick Century? If so, how?

Bypass? If you mean disconnect, there's a plug running to the compressor that you can simply unplug to prevent the AC clutch coil from energizing.

That would do it, just remember you won't have any dry defrost either as the compressor is used during that as well.
