The colour of the shoes should always be darker than the outfit or match the colour of the outfit. I'd wear black or navy shoes. Since there's more skirt than shirt I'd wear a darker shoe colour.

I can't agree that black shoes is a good match for a navy anything! I think your choices for shoes are: navy, white or introducing a new colour to the outfit that is picked up in your other accessories or the top you are wearing. personally, I think red would fit very well with the 'nautical' palette you've chosen. Because Navy/white is so summery and neutral, it goes well with vibrant colours- lime, hot pink, orange/yellow. The polka dots also hint at 'fun' which works with the bright colours.
