People who only call/talk to you when they need/want something... How do you react with them?

I talk or help them.

I talk to them, I help them, but always tell them that I am really not happy with the fact that this is the only time they deem me worthy of their notice! Eventually they stop asking me for things. This way, it is THEIR decision never to speak to me again, and I am then such a bad guy that they find someone else to mooch off of.

Uh... I don't give people my phone number unless I know the chances of them calling me are slim to nil. I don't really appreciate people who abuse the privileges of having someone's phone number.

Send them to somebody else for what they need or want. Allow distance to happen.

When people are doing great they don't have time to call you becuase most things are going well, when they are doing bad they remember you becuase they have nothing going on. My best advice to deal with people is act like you are busy and stop returning their calls or act like you tunnel vision to act is if you don't see them they will get the message eventually.
