I've never heard of that. But in that case, what's the point of wearing panties at all if they are worn over hose? Doesn't make sense to me, and would seem quite uncomfortable.

I would think it would be a matter of ones own preference,I have known ladies who wore panties over their pantyhose if wearing a short dress just for a bit more cover if their dress blew up on them,silky panties under pantyhose (full cut panties") is very sexy though I feel.

Pantyhose should be worn in what ever, way makes you comfortable but originally, they were designed to wear without panties if they had a cotton crotch but many today do not have anything but nylon material which is not santitary for a woman to have against her skin. I vote to wear some sort of panty underneath and buy the right size, so they don't come down.
I do think a woman looks and feels put together with a pair of pantyhose on for dressier occasions and I find them to keep my legs warmer in the winter and prevents, chap skin. I wear them almost every day under my clothes, dresses and slacks and my legs are very smooth and they also help to hold your tummy, in. But it is really a personal, choice.

I agree with the above. Neither. You should invest a small amount and find pantyhose that fit you properly.
Yes, they'll have to be pulled up a bit at times but can be quite comfortable.
