I already have a 4 year old male cat, but I recently adopted a spayed 1 year old cat and she's terrorizing him. What can we do?

Unfortunately the female cat will always be the boss, rules the roost and there is little you can do. A newspaper and a water gun are the only thing you can use when you find her at it. The noise of the paper and the feel of the water are very unpleasant butyou cant train them like dogs.
