It certainly does count as a fetish. Reading about any kind of sexual act can be a fetish. Hell, if you get off when you read a history text book, that's a fetish too.

If you're talking about just reading it subjectively in a typical book, then no, if however you read any material intended to be erotic in nature then yes. Incest Fetishism is a real word, and it means having a sexual interest in incest, it does not imply acting upon or even wanting to act upon it. Even if your interest is purely in fantasy, it is still considered a fetish.
