I would check the heater core. I have had them plug up on me and the pressure has forced the coolant out the overflow.
Check to make sure you have enough antifreeze in your radiator & also check your oil & other fluids. It may be a thermastat going bad or water pump.
Change your coolant. You may also have a vapour lock.
its the heating core...... get it flushed, because its probably blocked.......its somewhere around $200 but it will fix the problem
If you have EVER put stop leak in the radiator, have the system flushed. This is what happened to my 97 Taurus, the heat quit, and I paid several hundred dollars to find this answer.
your thermostat is shot easy fix make sure you use a new gasket.
Either water pump or heater core.

My '03 Taurus speedometer moves when stopped, will jerk and have instrument panel light up and might cut off while in gear. Suggestions?

You're reading I have a 99 ford taurus and the heat wont work and the car over heats. but mostly when i am at a stop and it over flows out of the over flow tank
