Is it illegal in ohio if a conversation with a 16 yr old has sexual content and the other person is 23?

    Depends on the nature of the "sexual" content.

    If is was educational content, no its not illegal.

    If it was content that clearly indicates a sexual interest then it could be construed "illegal".

    Intent is a strong force here. If it was the 16 year old desiring or talking sexually to the adult and the adult kept on saying "no" then its not "illegal" if it was the adult pursing the 16 year old then it falls into the illegal and the content and circumstances of this "conversation" may have grounds for pursing criminal litigation.
