Yes, unfortunately it is toast.
It didn't get the big ratings in the first season.
I strongly feel that networks do not give new shows sufficient time to develop.
Most of the biggest hit shows in TV history showed poor ratings in their first season.

Very true - Cheers barely survived
Cable stations are quick to pick these types of shows up because whereas they have a small audience, the audience is very loyal.
