  • You really need some Florida advice, but here's some stuff to consider. In mall shopping lots, the Stop signs are usually not registered as official highway signs and cannot be enforced. Legally, the only things the police can enforce at malls are Fire Zones and Handicapped Parking. However, by inviting the police to enforce on your property, that might change things.
  • They are private roads but publicly used, so technically the Sheriff can patrol the roads. We routinely request patrol from Sheriff's deputies in our Florida development, which also has privately HOA maintained roads. It's the same logic used when responding to a accident in a mall parking lot, which is privately owned but used by the public, making it fall within Sheriff jurisdiction.
