Do you mean from one car to another one? If so, then probably not without going back to the governmental organization that issued the plates. When the government issues you plates for your car, they take down a description of your car. This includes make, model, year, and vehicle identification number (vin). The plates go with that car. You probably can have them transferred to a different car (especially if they are vanity plates), but the state agency will want to get the relevant information from the new car. To simply move the plate from one car to another without getting permission from the state is probably illegal.
Some states allow you to transfer plates if they belong to you, but not from the person you buy the car from.
if you have no dl can you purchase a car, register the car, and get plates for the car???
