The FCC regulates the transfer of numbers, but they have nothing to do with your dispute with your employer. If you have a contract with your employer, it can be enforced. Courts have held that you do not own your phone number. The case that decided this was someone was suing to be able to sell the number 867-5309 (from an 80's song), and the court held that there is no property interest in the number. If the phone is in the companies name, then the company must authorize the transfer of the number. Absent a contract, all you can do is ask.
