  • Yes, the tax is charged at the time and place of purchase. The registration has very little to do with the purchase.
  • Absolutely not. Oregon has no sales tax. The Oregon DMV only needs a smog check certificate (from the local DEQ, the Dept. of Environmental Quality) and a small registration fee, usually less than $150. There is no tax. The registered owner must have an Oregon drivers license, so you may need to register it under your nephews name. The alternative is to get an Oregon Drivers License yourself, for about $40. You turn in your California license and take a short written test. But you must provide some proof of residency (a utility bill, bank statements, or paycheck with your name and Oregon address on it). I went to Office Depot and purchased a standard "House Rental Agreement" form. With a couple signatures on the bottom it proves that I live in Oregon. They will hand you your new Drivers License and the License Plate immediately, that day. The whole process takes an hour or two, after a couple hours to go get the smog inspection.
  • I dont know how it is where you are but in Ontario every time i have bought a car, i tell the seller I dont want a sale price on the documents, i want it left blank. They have never had an issue with this. I fill in a reasonable price and voila less tax. ex. My car cost me 3800.00 I said it cost me 380.00 and only paid 30 bucks in taxes its not exactly what you asked but it might help save some money. In Ontario even if you get the car for free, you have to say you paid at least a penny!
