Are you suggesting in this question, that you were pulled over and issued a ticket for stopping only briefly? That's nuts, if you actually did a proper intersection check. I'd fight it.

I think you're supposed to come to a complete stop, count to three and then move on (when it's your turn, of course). You'd have to look at your state's Rules of the Road.

In California, the rule is that you must come to a complete stop -- i.e. your tires have to stop turning altogether, and the front of your car has to be behind the crosswalk if there is one. Then you have to look both directions and proceed only when safe. It's pretty hard to fight a ticket like this, because the criteria is pretty straightforward. The fact that most people don't actually do this is irrelevant to the law.

Go means to go and stop means to stop. The law states your wheels shall stop any forward motion, in order to qualify as a lega stop sign stop. This does not mean a California stop, where you slow down and check both directions and then carry on.

In my state, a complete stop is defined as all four wheels stop turning, the vehicle pitches forward, pitches backward, and then levels out. You must do this behind the thick, white stripe called the stop line, or in the event that there is no stop line, prior to the crosswalk. It is pretty easy, yet very few actually do it. Police don't harp on it, because all day would be spent writing citations, therefore the citation is reserved for those who blatantly break the law (such as no stop at all or the slight slow and gun it). Money is hard to come by these days, I would advise everyone to work on driving skills.
