Why won't the government raise the national minimum tipping wage?

Because there is no minimum tipping wage...and if there were, that is not the job of the government anyway. The free market decides that...and the quality of service.

Because tipping is not mandatory. Tipping is based on the quality of service from the waiter/waiteress. I.E. are the drinks always full? Do they need more salad dressing? etc...

- When the tipping wages stay low while the prices for other things in life rise, more and more jobseekers will feel more insecure about their tip earnings and the only ones who will take those jobs will be illegal immigrants. (And/Or anyone under 16?)
