Why won't the government raise the national minimum tipping wage?

    Because there is no minimum tipping wage...and if there were, that is not the job of the government anyway. The free market decides that...and the quality of service.

    Because tipping is not mandatory. Tipping is based on the quality of service from the waiter/waiteress. I.E. are the drinks always full? Do they need more salad dressing? etc...
