Sounds like a hardware issue. I'm no expert on PS2s, but I would say something is wrong with the laser scanner, that scans the disk. It probably needs to be repaired, though I don't know how you could go about doing such. You might have to replace it altogether. Another reason, might be that the disk is scratched. But the clicking sound you hear likely means the latter issue.

The disk is damaged. The clicking sound is the read head going back and forth trying to read it over and over. I've not had much success repairing disks. I've been told that you can clean them with furniture polish and a cotton tee shirt. Always rub very gently from the inside out, and not around the disk. The polish also helps fill up scratches to make them less visible to the read head. There are places that can repolish the surface back as good as new.
