kryptonians have facial hair! lol they shoved it in justice league when clark was trap a 1000 years in the future , his hair was longer like shaggy type and he had a mildly long beard. As for the question on how the kents cut is hair as a child, sense he was a young boy his kryptonian powers didnt start being super so he was stronger and his skin was tougher then a normal human but he was know where near as tough as he is now. so they could cut his hair, it was probably tough but im sure they did it.
