this is so sad.
Two for each state-been that way since 1791.
Unless you're pretty lazy or dumb, it's really not that hard to find a copy of the Constitution of the United States of America.

Edit: I was mistaken. D.C. gets only "shadow" Senators, who serve as lobbyists on behalf of the District. http://about.dc.gov/statehood.asp
