Are American citizens living abroad required to perform tax filing as well?

    Technically, yes.. but I think it depends on if they are earning anything in either the US, the country in which they are living or a combination of both. I'm certainly not an expert, but there are also double taxation laws etc etc.. It's not an easy question to answer.
