First go to Velistone city after you have visited all the three lakes and rid them of the team galatics by beating each comander. Also make sure you chased down the team galatic in pastoria city all the way to the lake where cynthia meets you. Then go to the big building witch is the team galatic HQ. In front there should be a not very smart galactic member who tells you everything you need to know then gives you a key. Go in the building use the key on the slide door and find your way to the boss through the teleporters. Hope this helps!
