this is a tough one, if there has been no sexual discussions or tensions between you. best you could do is ask her if you can give her a foot message and if she lets you, go from there. tread lightly. if she is grossed out by it, she is likely to tell people.

Next time you are hanging out with your cousin, just discuss your feelings about feet in general. This is no different than "coming out" with any other not-vanilla sexual preference. You don't have to tell her it's her feet you're thinking about when you wield your hand. She might be willing to engage you on some level of talking about it -- but first you have to see how open she is to the idea of even discussing not-vanilla practices. Maybe she has a "not-vanilla" thing going too (it might not be about feet, but it could be about something else -- most people have something they're hiding in their brain).... just be creative there are many ways to turn a conversation toward "not-vanilla" preferences -- just go slow.
