No. The contract is just between the race team and the sponsor. If the sponsor wants to advertise on TV as well, he has to buy air time. As a rule, television pretty much keeps to covering the 5 leading cars. That means a lousy race team who is always near the back of the pack won't get their sponsor much air time. That's one reason really good drivers command higher sponsor rates than poor drivers.
