The normal terminology for payload refers to whatever is delievered by the flight. The max payload refers to the maximum aount of items, whether it be people or cargo, that a plane can safely land with after necessary fuel burn.

Anything that an aircraft carries beyond what is required for its operation during flight, theoretically that from which revenue is derived, such as cargo and passengers.
