If it's in the rules, yes they can, if the streets are their private roads. If the roads are city property and completely maintained by them and the city has no objection, maybe not. Read your rules. THey can do anything you agreed to when you bought into the area.

One of the biggest drawbacks of a HOA is that they do anything that is in their rules. Yes, if the HOA has a rule that you can't park in the street, then they can prohibit you from doing it. My in-laws once lived in a part of San Diego that was covered by an HOA and yes, they were prohibited from parking on the street, or even allowing any visitors from parking on the street. They weren't even allowed to keep their garage door open, and received a warning when we used to visit them and play ping pong in the gargage.

Look at your paperwork but the general rule of thumb is... if it is a city road they cant make you move as long as you follow the cities rules...must have current tags, be legal and able to run. Most cities have rules about how long you can park without moving(most are a couple of days) But heres my last comment...why dont you just park in your driveway? Parked cars in neighborhoods impact property values and reduce visibility which is scary with all the kids running around.
