If someone other than a GL obtained the power ring, would they be able to use it?

    Yes. That's happened numerous times; though a GL of sufficient willpower would be able to override the control of the wearer's creations.

    Yes. There wasn't a security function on a ring, so whoever wore it could use it, albeit not very well or for very long.
