Knowing that the GL rings' strength were partly controlled by the wielder's willpower, which GL had the most willpower?

    Debatable. It is possible that John Stewart, Hal's partner in sector 2814 (Earth's sector) has more will power. I refer you to the most recent issue, in which John's ring actually warns him "User's will power exceeding Ring's capabilities." I have been reading GL for upwards of 20 years now and I have NEVER seen a ring issue it's wielder that kind of warning.
