    Debatable. It is possible that John Stewart, Hal's partner in sector 2814 (Earth's sector) has more will power. I refer you to the most recent issue, in which John's ring actually warns him "User's will power exceeding Ring's capabilities." I have been reading GL for upwards of 20 years now and I have NEVER seen a ring issue it's wielder that kind of warning.
