I think you're right. Certainly the managers wanted the increased ticket revenue that these suddenly "big" hitters brought in. Certainly they knew about it.

I think they should be equally responsible. How could they not know that some of their players were using steroids? all you have to do is look at them! but, in the end, these are grown men and they should know better. in some cases, like Barry Bonds, steroids have also apparently caused a swelled head as well....

They did nothing about the steroid allegations made after the 1994 players strike. They wanted to make up for the lost revenue caused by the strike. McGwire's and Sosa's 60+ home run seasons in the late 90s recovered most of the lost revenue and made surplus megabucks for MLB. I believe that they should be culpable too. For starters, they should find a new commissioner. Bud Selig has a history of being wishy-washy on player discipline matters. They need to bring in someone like Judge Kennesaw Mountain Landis who barred the 8 Black Sox from baseball for life back in 1919 when the Chisox threw the series.
