There are two legal ways of betting on sports in the united states:

    1. You can bet legally at licensed Nevada Sports Books, and this can be done anywhere in the state of Nevada.

    and

    2. You can bet on sports in the US is the Oregon Lottery. This was described as follows in a rec.gambling post:

The Oregon lottery is alive and well as far as football betting. The game is called sports action. The line is set by Jim Feist. It is set and printed on Wednesday and does not change. This can work to the bettor's advantage due to changes in team lineups due to injuries and such. The minimum wager is $2.00 and the minimum number of games bet is 3. The payoffs for a three game win is $5.00 per dollar wagered. Four games gets $10.00 per dollar wagered. All other wagers are paid on a paramutual fashion. For example, a seven game winner usually pays around $160 to $350. The maximum number of games that can be bet have a winner. A week or two ago $14,000 carried over in the 14 pool. There are also some games that are called special play games with over/under total score. The line seems to be fairly consistent with the Vegas line on the Wednesday that it is set.

    Hope This Helps,
    Tiff

Sports betting is also legal in Oregon, Montana and Deleware.

"The reason is that in 1992 Congress passed the Professional and Amateur Sports Protection Act that banned sports betting in all states except those that already allowed it in some form. What you may not know is that three other States were exempt from the ban because they had some form of legaized sports betting at the time the bill was passed"

I have found a site called Velvetdeck.com who appears to be legal in the United States. Gambling means you put something at risk (consideration) to play a game (like poker) for a prize (like money). Velvet Deck is not a gambling site because you join the “club” to get benefits like discounts on goods and services and the opportunity to purchase prizes. The tournaments are part of the club promotion. Velvet Deck operations within the “sweepstakes” rules where they are legal and excludes people from joining who live in those states and countries where they are not. To better grasp the concept, think of network television shows or other promotions that offer sweepstakes and you the idea behind Velvet Deck.

depends how you define "sports" ... the other answers here are correct, but they've overlooked horse racing, which is legal throughout the U.S., and greyhound racing, in Florida ... the whole gambling issue is very inconsistent in the US ... you can bet on horses, but not people, unless you're in Nevada ... and the logic behind restricting gambling is to protect people from losing too much money, yet most states actively support a Lottery system, which is designed to take money away from all but the extremely few who win ... seems hypocritical to me
