No. You must provide at least half of a person's support cost to claim them as a dependent, unless otherwise indicated by a court order such as a divorce. If he is in prison, the state is providing the bulk of his support.

You are not supporting him while he is in prison. All of us are. So I don't believe he qualify's as a dependent!! If you have children you might be able to file as head of household. You need to talk to a tax expert. Call the IRS and they can answer your questions.
