My Wife's '01 Jetta is sputtering when the throttle is full open. Already changed the spark plugs, wondering what I should try next

Air filter.
Fuel.
Fuel Filter.
Spark Plug Wires.
Timing (almost a last resort)
ECU Scan

Fuel filter flooded? Leak in vacuum line?
