Well the obvious answer is 30 days because he goes 1 foot per day. But on the 27th day he'll actually reach the top. And even if he slips back 2 feet then on the 28th he'll definitely be a full foot out. But my answer would be 27 days.

The 28th day or the 30th day, depending on if he can grasp the ledge before he slips. On the first day, he gets to 3 ft. then falls to 1ft. On the second, he gets to 4 ft. then falls to 2ft. etc. On the 28th, he gets to 30 ft.

28 jumps. For each of the first 27 days, he gains one foot. On the 28th day, he jumps up to the 27 + 3 foot level and is out of the well.
