It means the person is saying things about another person that they most likely will not back up with actions. All talk and no action. Or they could just be saying nasty and mean things to get attention from or to while up another person.
Example:
Brandy - "I don't care who you're looking at. I will beat your ass. Try me. I never liked you anyway, because you're fake."
Carrie - "I'm so sick of you talking slick out the mouth when you know you aren't going to fight me. Sit down some where."
I've never heard that phrase before, but it sounds like a way to describe a fast-talking, slippery character who has a lot to say but might not be trustworthy or honest.
