New York is one of the largest cities in the world, and also a huge tourist attraction (excuse the pun). Businesses in New York realize this and their services are costly simply because they are able to be. Rental car services charge obscene amounts, but since there's an endless supply of tourists who need cars, they can get away with it.
However, almost everything else is very expensive in New York too (try eating out!). In order for rental car owners to pay their bills, many of them need to charge alot.
Some rental car owners overcharge simply because they can, but many think that high prices will help them make ends meet.
Rates for rental cars in New York are also higher due to the number of car thefts and cost of insurance in that area.

Oregon you have mentioned best points but like to add one more point. They charge high as their is high demand of cars so they know they can get the price they ask for and make more profits.
