  • I say your neighbor is wrong(which doesn't make the other person right),but,after all the other guy is also a handicapped one.So your neighbor should have been kind enough hearted to allow him.
  • I saw this same problem once. If it is an official "handicap only" sign, then any handicapped can park there. But, if it is an apartment (or co-op, or townhome only) "reserved handicapped" sign, only the person for whom it is reserved can park there. As far as being a regular home, I don't think (unless he/she has an agreement with the city, in writing), they can stop anyone from parking there. Is it a regular house, with street parking?
  • In the uk any one who holds a blue badge is entitled to park in that bay!Not just the person who requested it,they have no more right over it that the next person
