Are you sure it's a freckle? I'm from the UK, so perhaps my interpretation is different, but a freckle is a discolouration of the skin, not a physical object in itself, therefore cannot 'peel off' It sounds more like a mole, or a pimple. I would suggest getting it checked out by a doctor or dermatologist, as if it's a mole that might be a bad thing.
