I just removed my old gas dryer.Should my gas shut off valve be up-right or half way to be in the off position?

The handle should be at a 90 deg angle from the fiting or pipe. When it is in line with the pipe it is fully open.

In the off position, the ends of the valve handle point away from the pipe -- or, are perpendicular to the pipe. In the on position, the ends of the valve handle points in the direction that the gas moves in the pipe, or is parallel to the pipe. You would be able to smell the gas if you've got it wrong.
