I believe the answer to this question is yes, Constitutional Monarchies do tend to be more stable then Republics.

With the notable exceptions of The United States of America and France, *most* of the Republics around the world are very unstable and are often hotspots of political and civil strife.

    Within the Commonwealth of Nations, the current Constitutional Monarchies are;

    Antigua and Barbuda
    Australia
    Bahamas
    Barbados
    Belize
    Canada
    Grenada
    Jamaica
    New Zealand
    Papua
    Solomon Islands
    St. Kitts-Nevis
    St. Lucia
    St. Vincent and the Grenadines
    Tuvalu
    U.K.

Certainly no one would consider Canada, Australia, New Zealand or The UK to be anything but stable, responsible countries.

Outside of the Commonwealth, some other Constitutional Monarchies are:

    Bahrain
    Belgium
    Bhutan
    Cambodia
    Denmark
    Japan
    Jordan
    Kuwait
    Liechtenstein
    Luxembourg
    Monaco
    Morocco
    Nepal
    Norway
    Spain
    Sweden
    Thailand
    The Netherlands

Again, certainly no one would consider Spain, Sweden, Norway or The Netherlands as areas of extreme strife!

On the flip side of the coin, some of the worst places on the planet are in fact, republics. Many of whom have thrown off their native Monarchs and have found themselves plunged in to civil war after civil war.

Albania is a prime example of this. It was at one time a thriving country under the Ottoman Empire and after achieving independence and becoming a Republic; they have barely been able to keep a Government together year after year. In their defence however, they have been becoming more stable in the last few years.

I think if one takes an objective look around the world, they would find that Constitutional Monarchies are as a rule, much nicer and safer places to live.

Perhaps it would be useful to define what we mean by a Republic? I think the term Constitutional Monarchy is fairly narrow in its scope, but the term Republic can be used to include so many different forms of government today, I think it can become a point of confusion. Take for example:

    Germany is a federal republic
    Iran is a theocratic republic
    Switzerland is a confederal republic
The USSR was a federal republic (nominally)
Russia today is confederation of republics (again, somewhat nominal)

Does the original question really mean to ask if constitutional government (at least theoretically based on the rule of law) is better with or without a monarch? If so, I would venture to say that while there is no necessary connection between having a monarch and having a more stable/successful situation, perhaps the symbol of a monarch serves as a locus for whatever feelings or acts of patriotism or loyalty may exist among a given populace. It's hard, after all, to hold warm feelings for the office of president or an idealized federation.

For what it's worth, here's a list for you:

    Federal Republics:
Argentina, Austria, Bosnia-Herzegovina, Brazil, Comoros, Ethiopia, Germany, India, Mexico, Federated States of Micronesia, Nigeria, Russia, Serbia & Montenegro, Switzerland, United States, Venezuela.
The United Arab Emirates is also a federation, as is Malaysia.
