Wait until your phone rings for more missions. MAKE SURE you have completed all of your assigned missions before you say that you have no more. Double check your map and get a checklist if you need to. If your phone doesn't ring for a LONG period of time you may not have completed the objective in which you have to spend $300 at The Strip Joint in Ocean Beach.
And only then do you get your final 2 missions.

Either just double check your map your just drive around and wait for your cell to ring
In GTA vice city stories does entering cheats affect gameplay, performance etc.
