I'm a little confused, but I'll try to anser you the best I can. For one if you're a volunteer fire company you should be organized through your local government in some way. An ordinace is a law that is enacted through a local government. So I would think that if the fire company wants a new building and has the funds to build it "they" could discuss it with the town council. But there aren't any STATE laws that would exempt a fire department from a local ordinace. Not that I know of.
