The color combinations that you cite are specific to the United States and UK in the latter half of the 19th century, and were probably promoted as advertising by the clothing industry through such magazines as Ladies Home Journal, and such. In other countries, and in earlier US history, children were traditionally dressed in any bright color, and adults were mostly dressed in more somber colors.
