If you just need to get a working operating system installed again, and there is not a hardware problem causing this, (for example, your hard drive may have died - which would mean replacing it) you can simply insert a bootable operating system install CD/DVD and set the BIOS to boot from it. If you are trying to restore it to a previous condition and preserve whatever data might still be on the hard drive, there are some steps you can take. First, make sure this isn't something simple, like a non bootable floppy or other device being present. These steps to rewrite the boot record on the hard drive might be a good place to start.
