She might have that certain disorder that compels a person to pluck hairs. I have it for my eyelashes (but they always grow back, I only do it occasionally). It doesn't seem normal for a girl to want to pluck her eyelashes, even one who has OCD. I've seen cases so severe that people will pull out chunks of hair. It's awful! I don't pull out hair (on my head). But I will tug it, roughly. It alleviates the constant pressure in my head. I'm always having a headache. Usually, it's tolerable.

If you damage the follicle they may not grow back. But I've never had that problem. I would love to damage some of my follicles.

Im sure they will.
My mother had chemotherapy, and eyebrows and Eyelashes fell out. Treatement ended, and they are back.
Women pluck their eyebros all over the world every day. If they didnt grow back, then they would only need to do it once :P
