There must be a fault somewhere on that circuit and the circuit breaker is doing its job.

hard to say with that info, did you just install the gfi, if so that might be the problem, in any case I would say the first problem to solve would be why the breaker feeding that gfi won't stay on

If an offending device is still plugged in, it might behave that way.

There is a short circuit that still exists. You must first find the short and ''clear'' it before the breaker will hold. The GFI is working properly as they will not reset unless power is restored.
