Whenever you feel like they need some clothing. :) But personally, I don't think pets like wearing those clothes.

I always rug my horses and my dog in wet miserable weather.

I have a dog that LOVES wearing clothes, however I think it is rediculous. Before her I always had "tough dogs" like Great Danes, Shepherds...she is a long haired Afghan Hound and her coat matts when it gets wet. So I put a coat on her when it rains, and booties in the winter to protect her feet from 'snowballs' between the toes. She also gets to wear a backpack when we go into stores as my assistance dog.

If you own a Scottie you pretty much are obligated to dress the poor pooch up in plaid. They are really cute dogs after all.

When you live where temperatures can go to subzero and you don't want your puppy to be cold or to hurt with their fragile skin under their paws (since they're used to be indoors not outdoors)

I put boots on my dog to protect her paws from the salt they use to melt ice on Edmonton sidewalks. It's pretty much a necessity. As for people who dress their dogs in little outfits... well, I think it looks a little silly and don't do it myself, but it's all in good fun. Some people get really offended by it, but I've worked in an animal shelter and after seeing kittens retrieved from a garbarator and pitbulls missing eyes and ears from dog fighting, I actually gained respect for people who dote on their pets a little too much. I don't do it myself, but I smile when people do... and often pets like the added attention of being dressed, so no harm done.

when your pets are tiny and have little to no fur. And only if you are going to take care of your pet should you go out there and buy clothes for it.
