    Communism combined with greed.
Communism is a brilliant idea, but if you have greedy people within the regime then it wont work and atm human beings are naturally greedy.

USSR wanted to be a communist country, but they actually never achived communism-they were not even near. So,they had a system that was somewhere between communism and god knows what and if you think about it-communism isn´t so bad when you achive it,but USSR didn´t,so I think that if a country(or an empire in that case)has an unstabiled system and even worse-if the system is between some other systems, then the country just will not survive,it´s just not possible for a such big empire to survive only with an illusion of having communism. You need to actually have it,or have something else. They didn´t.
