Consult your bylaws. Generally speaking the board must always vote to spend monies out of reserves, not included in the budget. In our Association, the Board gathers estimates, then announces a general meeting of all members to discuss our findings, then we take a vote of all members on how to spend the HOA's monies in the best way for the Association. If one person is unilaterally making all the decisions for your HOA, and not being fiscally responsible to the Association, AND your bylaws do not agree with this, put your complaint in writing and address it to the board. Send certified return receipt. In this complaint, ask that the scheduled work not take place since it violates your bylaws (if indeed it does). Always read your bylaws. Knowledge is power.
