If my car is blocked in by another vehicle can the repo man move the other car to take mine

no he cant but at the same time its a fine line. if there is no one around but the repo man and he moves the car to get to yours you would have to be able to prove that he did move another car which may get your back. to move any other property like that is considered car theft and most good repo company's wont go down that road but they will be watching when that car moves
