No - she is extremly unlikely to agree to a 3-some with her own sister and she will view the sister as a threat to the relationship as she is family. You need an external neutral person who is not family and not a threat.

Sounds to me maybe something is already going on with the neighbor and she wants to feel justified in her actions by allowing you to indulge in the same way. Lift the guilt so to speak.
