It depends on the person. The position of President is technically a civilian position, and surely he or she outranks all military members. Similarly, the VP and various cabinet members hold high rank (V.I.P. status) when visiting military bases, as they create the policy that military members follow. Other V.I.P.'s include: members of the House/Senate, Supreme Court members, etc. However, your everyday civilian does not "outrank" a military member.

There is only one civilian that outranks military personnel and that is the President in his role as Commander-in-Chief. The CinC issues orders to his generals and it rolls downhill from there. The various Secretaries of the military branches manage their branch for the President. They only have whatever authority the CinC gives them. The CinC COMMANDS, the Secretaries RUN the military. The VP, Cabinet members, and Members of Congress are not part of the chain of command and have ZERO command ability.

The term "rank" does not apply to civilians in a military sense. Technically, I suppose an argument could be made that since civilians elect the President, who is the CNC of the military, civilians "outrank" all military personnel. But for all practical purposes, the military person is responsible only to his her her higher ranking NCOs and officers, and to his or her oath.

That depends on which nation's military and which civilian ... In a military dictatorship, such as the one in North Korea, there are no civilians that outrank anyone in the military. In most democratic countries, the elected civilians that make up the government may have titles above certain military ranks ... In Canada, our Prime Minister, the minister of national defense, our provincial premiers, and our governor general are all civilians that out rank our entire military.

The President is a civilian and outranks the Generals, Admirals etc. Civilians, i.e. the President, does salute the military under him. That was not and still is not a requirement but rather a protocol that President Reagan established.

the military is paid by tax dollars, and therefor work for us. In other words we outrank them, even Generals. The pres. is a civilian and is not supposed to be saluted, that is an honor reserved for military personell. While i was in the army I would not have saluted him. And now that i am out I would cuss him.
