An octave is simply the range of notes from one note to the same note on the scale (ie C to the next C). When people talk about "having octaves" they are talking about the octave range that their voices can travel. So it is possible to ONLY hit high notes and have a very small range. Of course, someone with a very large octave range will probably include high notes in that range - but it's not a requirement to have a large octave range.
